
Reducing crime and supporting rehabilitation.
We aim to help people who come into contact with the police and
criminal justice service identify their dependencies and engage in
treatment to reclaim their lives.
We work with a range of criminal
justice agencies across Kent to engage offenders into drug and
alcohol treatment services within a variety of settings.
The relationship between problem
drug use and crime is complex. Even so, all the evidence indicates
that problem drug users are responsible for a large percentage of
acquisitive crime, such as shoplifting and burglary.
As a direct consequence of the
crime they commit, these problem drug users are highly likely to
end up in the criminal justice system at some point. Some will
serve community sentences, others will be sent to prison. In either
case, the criminal justice system now compels them to confront
their drug problems.
DIP
When a person is arrested in
Kent and they are suspected of having a drug issues they will
be seen by a Drug Intervention Programme (DIP) worker while in
custody suite. These people are among the hardest-to-reach, most
problematic drug misusers and some are unlikely to have previously
engaged with treatment services. DIP provides a rapid access
route into treatment, identifying those in need at an earlier
stage. They also provide support of drug-misusing offenders
released from prison. By taking a partnership approach with the
reduction of drug and alcohol related crime.

IDTS
Drug treatment within HM Prisons
seeks to replicate community treatment services within a prison
setting. Prison drug treatment services work together in the
planning and delivery of all interventions so that they work
effectively. It provides the prisoner with a seamless treatment
journey and ensure uninterrupted continuity with community
treatment at both the start and finish of custody.
Integrated Drug Treatment
Service (IDTS) works closely with DIP teams and community
treatment services to ensure that offenders receive consistent
support and are retained in treatment after release.
CARAT
If an offender is given a custodial
sentence they will be able to access Counselling, Assessment,
Referral, Advice and Throughcare (CARAT) staff who undertake
initial assessments create care plans based on a prisoner’s
specific requirements.
Conditional Cautioning
The Criminal Justice Act 2004
allowed a restoration or rehabilitation condition to be included in
a police caution. If this was not met, the person in question may
be charged and prosecuted with the original offence. This is known
as Conditional Cautioning further information is provided by the
Crown Prosecution
Service.
DRR and ATR
Together with the Kent Probation
Service, we commission services to deliver Community Treatment
Orders that are dispensed through the magistrate court system. This
seeks to address substance misuse related offending by stablising
offenders in treatment by reducing the need to particpate in
criminal activity to fund addications.
Courts can, at the request of
the probation service, attach a Drug Rehabilitation Requirement
(DRR) or Alcohol Treatment Requirement (ATR) to an offenders
community licence. This can be combined with other requirements
delivered by Kent Proabtion to address an individuals drug or
alcohol treatment needs.
